Resident Producers
Detailed information about licensing for resident producers operating in Minnesota and links to appropriate forms.
In conjunction with Sircon, we have arranged for Minnesota resident producers and adjusters to take advantage of a new, web-based, personal compliance tool formerly called ProducerEDGE.
- Complete the required prelicensing education. Course providers can be found on Sircon.
- The pre-license education course provider must submit an electronic certification that the applicant has completed the required prelicensing education.
- A list of exemptions to the prelicensing education and corresponding documentation the applicant must present to the exam center. The original documentation will be returned to the exam applicant in order for them to email it to the Commerce Department after they apply online for the license at Sircon.
- Pass the required exam. Schedule the exam at PSI (866-395-1006)
- Examination results are valid for three years from the date of the examination.
- Submit fingerprints for a criminal history record check.
- Submit a Producer license application online on Sircon.
- An individual may obtain a producer license before being appointed by an insurance company, but an appointment is required in order to transact business in Minnesota according to MN Statute 60K.49.
- Appointments and terminations must be submitted electronically by the Insurance Company that appointed the Agent. Agents who want their appointments terminated must contact each company that appointed them, and request that the company terminate the appointment. The insurance company must terminate the appointment electronically.

- Surrender your resident license. Applicants coming from another state are exempt from taking MN pre-licensing or passing the MN exam if application for the MN resident license is made within 90 days of the resident license going inactive.

Fingerprinting
There are two options for having your fingerprints taken: you may be fingerprinted electronically at a PSI test center, or you may go to any local police station or similar facility with manual fingerprinting capability to have your fingerprints taken manually.
Electronic fingerprinting
If you take your license examination at a PSI test center in Minnesota, your fingerprints will be taken electronically at the test center after you sit for and pass the exam and sign a background check consent form.
If you are exempt from the examination requirement— you may have your fingerprints taken electronically at a PSI test center. You may visit a PSI test center during the designated times listed below. Appointments cannot be scheduled in advance; walk-in fingerprinting services are provided on a first come, first served basis.
Manual fi ngerprinting
You may go to any local police station or similar facility with manual fingerprinting capability to have your fingerprints taken manually. The facility will charge a processing fee. After your fingerprints are taken, the fingerprint card will be given back to you. Do not fold it. Mail it along with a fully completed “Resident Insurance Producer/Insurance Adjuster/Real Estate Appraiser License Background Check Consent Form” and a check for $33.25 made out to “Minnesota Department of Commerce” to:
